Stan und Ollie arbeiten in einer Hupenfabrik. Eines Tages erleidet Ollie durch das permanente Gehupe einen Nervenzusammenbruch und wird von akuter "Hupophobie" befallen. Dr. Finlayson verordnet ihm völlige Ruhe, Ziegenmilch und Seeluft, und Stan mietet im Hafen ein seeuntaugliches Boot. Nachts flüchtet sich ein gesuchter Mörder auf das Boot und sticht mit den nichts Ahnenden in See. Nur Ollies Hupophobie bewahrt die beiden vor dem Schlimmsten. Als einer der besten Filme des Komikerduos bietet "Saps at Sea" eine ganze Reihe von urkomischen Sequenzen wie etwa Dr. Finlaysons Untersuchung von Ollie, die die Wohnung in einem völligen Chaos hinterläßt, oder die Zubereitung des synthetischen Frühstücks, daß den Mörder vergiften soll, daß Stan und Ollie dann aber selbst aufessen müssen. In seiner Struktur erscheint "Saps at Sea" wie die Verknüpfung zweier Kurzfilme, denn er besteht im Grunde aus zwei autonomen Teilen, die lediglich durch Ollies Hupophobie miteinander verbunden sind. "Saps at Sea" ist der letzte Film Laurel und Hardys für Hal Roachs Studio. Da Stan und Ollie sicherstellen wollten, daß sie weiterhin gemeinsam auftreten konnten, gründeten sie "Laurel and Hardy Feature Productions".
